The President and Congress.
Keep repeating it until it finally dawns on you that an elected government made a decision in the national self-interest. You can call him a liar, blame the people of the US for being gullable and misinformed (a popular Canadian passtime), but you cannot claim that Bush is acting alone, just like you cannot claim that Chretien was acting alone when he stood in opposition to ousting Saddam.
I'm willing to take the heat and defend our elected representatives when they do something I agree with, that you don't. But I'm also quick to criticize them when they do something that I don't agree with. One thing I'm tired of doing, however, is suffer a fool on this topic.
It's obvious that your questions reveal a hostility toward the US political process and the people who bother to vote in elections. You can ask those questions until you turn as blue in the face as the helmet you proudly wear, but they don't deserve the kind of response that you seek.
You've got your answers. You've had them since day one. Deal with it, and move on.
