I'm going to be cynical and say that Kerry was manipulative when he volunteered. I think Kerry is one of these individuals that are very driven in achieving personal goals. Most of the actions he has taken in his life, including picking his wives, were geared to running for President. His first tour was on a guided missile frigate removed from all but the normal military dangers. (Certainly less dangerous than high performance jets.) He needed something a little spiffier for the ‘ol campaign resume, so he volunteers for Swift boats. BUT at a time when Swift boats were not used in a combat environment. In a 1986 book on Viet Nam reminisces Kerry said “I really didn’t want to get involved in the war. When I signed up for the Swift boats they had very little to do with the war. They were engaged in coastal patrolling and that’s what I thought I was going to be doing”.
