An important part of evaluating the way Katrina's disaster relief system worked, or didn't work, is the ability to simply follow an accurate timeline of events. The following blogger has established that timeline, using the on-line edition of the local newspaper as it's basis. No attempt is made to evaluate the information - that is for others (like us, perhaps) to do. It does, however, allow us to more easily build arguments as to who did what, and when....
