I don't condone it...

...but, if it was a first offense, I'd give the guy a break, unless he was halfway to snoozeville, in which case you have to stop him from driving. I know a few cops, and I know they give certain people breaks, including each other, like I was saying. This guy was close to being an important civil servant, so, if there was any way to let him off with a stern warning, they should have, and followed him home to make sure he stopped cruising around, waiting for the "bat-signal" to light up the sky.

What he was doing for the city of Jackson, which is a tough little town containing our most famous max-security prison, will be hard to replace. Maybe his daughter and girlfriend ("Crime Fighter Girl and Queen of Hearts") can keep things under control, until he gets over his embarrassment and court-ordered AA classes.
