...and as someone who has experienced Bush's MO as governor, I know that he is a very thorough, deliberate, consensus- seeking statesman. You can have qualms with his political philosophy, but when you study his MO as an executor, he's a stickler when it comes to the CYA principle. Woodward echoed what many already know about him. He does not make rash, ego driven decisions.
