Long before Bush, before Clinton, before Bush I, even before Ronaldus Magnus, the State Department had a consolidated hold on policy - not because of the Sec. of State, who was politically appointed by each president, but because of a continuing succession of bureaucrats. These particular government employees have been around since FDR, coming and going but always leaning left. The righties generally prefer to build the country, rather than control it building is harder than ruling.
I will admit, the movie was a little hard on Ambassador "Not So Bright". She deserved it - Thanks Hillary.
