And it is Rule # 14 from the 2008 CLA Rule Book that specifies the maximum numbers dressed.

"Rule 14 - Each team shall be comprised if 5 players, one designatedgoalkeeper, up to 13 substitute players and 1 substitute goalie (i.e.maximum of 20)"
