that we need to mandate X number of tournaments at each level (A, B, C, D), and your team needs to attend at least two of them. Then you can cross reference game scores at tournaments in addition to zone scores, to make ratings more fair. Right now teams can go to Provies, and all they need to do is have 10 games in. What if they are in a very strong or weak zone? Then there scores are skewed....

If a team does not attend at least two tournaments, they are not eligible to attend provincials, plain and simple.

I also believe the appeal process should be abolished. But that is just me.
