Group selections for tournaments

I was just wondering how tournament organizers pick their groupings when they set up a tournament. Usually it is set up pretty good, but I thought the setup for the Novice age group in Hamilton was a bit skewed. One group was very week compared to the other groups. It did not affect our team, because we did not play well enough to win anyway, but I was just wondering. Do they pick names out of a hat????????????
