You clearly do not understand ratings and why we have them. Teams are ranked on their performance this year. Not in the past or how big the centre is. A lot of time goes into it and hours of comparing teams and ranking them properly is taken up. Look at last years provincial peewee scores and you will see almost 95% of the final scores in A, B and C were within 5 goals and more than 70% were within 3 goals. Clearly the rater knows what he/she is doing.
