I appreciate the frustration of losing, only one team can be number 1, but the reality is none of the teams you mentioned would have won a game at A qualifiers. They are not in the top 13. The next 16 are B, if you're the 16th rated in B you're not likely to win, but someone HAS to be last. to suggest they go up to A makes them 14, 15,and 16 in A, they same un-winable spots you are in in B and complaining about, does that make sense? of course not.
