This is ridiculous! Do you understand the implications of what you're asking? Yes, byes may not be "fair" in the sense that if you don't get it it's a bummer but it most certainly is when you consider that it is random. On to the "create another division if necessary" point. The OLA just intorduced the "E" division last year, something that was certainly necessary. That being said, I for one would not like to see it being taken to the extreme where you have a 6 team division fighting for the peewee "L" division. Let's face it, no one is happy to lose. But to go so far as to blame it on everything from home floor advantage to byes to the fact that the team that won "C" this year may have competed with the bottom 1/3rd of all "B" teams is outrageous. Let's all suck it up and start blaming it on the refs!
