The same stick can be checked twice and found good once, bad a second time especially when it is a pocket issue, cheat strings issue or a phantom butt end. This is not uncommon and the rules don't specify a stick cannot be checked a second time. I agree that there might be issues of consistent application, but from the information you have given so far, it doesn't seem to be that way.
