How many at A/B/C/D/E

As the final rankings come out in just over one week, I have a does the OLA decide how many teams to put into A, how many into B, how many into C and how many into D? And how do they decide whether to have an E or not?

Is there a magic formula or is it really subjective? What's been done in the past? I would look at last year's Festival, but I see that the results have been pulled...why would they do that? Does anyone have last year's OLA Festival results? (I will be sure to print them this year).

Obviously they have to draw a line somewhere, I'm just wondering how they decide where to do it. There will obviously be a big impact on the last team in B and for the "next best" team that drops into C, etc. etc.

Any insight appreciated.
