Why only 8 A teams in Novice & Tyke

You don't even have to go to qualifiers at this level which tells me the OLA really only wants 8 a teams so places like Mimico can drop down to win B and this is why you have people canting to drop from B to C and C to D.

The OLA could put 16 A teams in Tyke & Novice. I don't understand why you have groups of over 20 teams at the other levels and only 8 A teams.

To me this is the biggest flaw, no qualifiers so just make A a group of 16 teams at Tyke & Novice.

Can anyone tell me why this would not make sense?
