Provinciakls Seeding Question

Curious if anyone knows how the OLA does the seedings for the provincials to put teams in each group?

I'm not complaining because you have to beat the best eventually to win but it doesn't follow a trend or any apparent logic.

For Example: Intermediate B : Teams are in "B" MyLaX rankings position order for seeding purposes.

Group 1 : (6) (9) (11) (14)
Group 2 : (2) (7) (15) (16)
Group 3 : (4) (5) (8) (13)
Group 4 : (1) (3) (10) (12)

Bantam B:

Group 1 : (1) (7) (10) (11)
Group 2 : (2) (8) (16) (15)
Group 3 : (3) (6) (14) (13)
Group 4 : (4) (5) (12) (9)

How did they come up with these spots??
