I agree ... in theory, such a "human manifesto" would show promise, but in practice ... well, not so much. There likely are/would be other obstacles, of course, but don't you think that the generation gap (perhaps better stated as the "iteration gap") would sink it? Essentially, this "gap" involves distance or separation from cause to effect, then to now, there to here, other to self, etc. and the difficulty of "sharing" experiences. Knowledge seems easy enough to communicate -- after all, even insects manage to "relay" information back and forth amongst themselves -- but transmitting "experience"? Again, not so much, huh?
I don't know. You stated, "A group of international impartial scholars writing it down in a book would have little difficulty pinpointing the issues, the claims, the previous results and ....... the obviously logical conclusions for dealing with the new 'crisis' in a more constructive way." I like this idea ... but what about the ninety percent of people here on Earth that apparently refuse to pay their membership fees in said "think tank"? One who ponders understands, "There is no need to put one's hand into the flame to grasp the potential of fire." But those who ponder not, it seems they like the idea of learning only by getting burned (i.e., by attending the school of hard knocks versus seeking the wisdom needed to avoid an otherwise unnecessary "Ouch!"), doesn't it?
And trying to keep this here in the context of myth ...
For me, it's difficult to fathom how people attribute all that's "good and not-so-good" in life to their many gods and devils, angels and demons, etc. Realized dreams, failed hopes, healthy bodies, flat tires ... seems many blanks get filled in with make-believe answers due to being more readily available. Now, I don't doubt there is more going on in this Universe than what simply meets the eye (I've had an inexplicable experience or two myself), but unless your proposed "social reform" also addresses how easy it is for the imagination to run amuck, I doubt it ever will work.
I and at least one other person in the Universe would love to "read" that encyclopedia, though! :)
