I'm not naive enough to think that such a manifesto would "miraculously" solve all of the world's problems ........ but I think it's an idea that might prove to be beneficial.
I mean, you HAVE constitutions written up for countries which -ideally- govern the actions of successive administrations and generations ....... and they largely work.
The U.S. Constitution for example, is viewed as a "sacred document" by many Americans. It's the closest thing to a guarantee that the rules stipulated MUST and WILL be followed at all times, despite any opinions to the contrary which some new upstart administration might have about it. Such a document should never be changed. It might be appended to ..... but ...... the original and subsequent changes should NEVER be eradicated from the Document. That way, people can always check back to see what happened and whether the changes were beneficial or detrimental.
Over time, such a document or diary or whatever you might want to call it will gain a sacredness due to its historicity. The older it gets, the more powerful it becomes.
