I am waiting until 6 months to start solids but my pedi said it was fine to start cereal at 4 months. I have several friends who started at 4 months but usually more to get them use to solids than to actual feed them/replace as a meal. I never heard of adding rice water to formula. Sorry, I'm not too much of help
