Honda Spree carb leaning out, need advice

I read the past posts for 2 hours now and haven't found these answers.

Here is my problem and what I have done so far.

My Spree will idle fine. I can hammer it and drive it a couple hundred feet and it starts to lean out. The float bowl empties. If let idle a few seconds I can drive it again, slow down, repeat.

I figured the carb was junked up, so dismantled everything, it looked clean but I cleaned things anyway, No change.
I thought maybe that fuel valve wasn't pumping. I took the filter out to check that, it is as clean as new. I pulled the fuel line off the fuel valve and started it. It shot gas pulses far and wide. I revved it up with it disconnected and the pulses turned to a steady stream but not with the pressure it had at idle. Is this correct?
I put a gravity feed seperate gas tank on to do this test. The engine acted the exact same way! Revved up, started to lean out, let idle things are fine. So since it ran the same with the gravity feed tank my thoughts are it is carb related.
This has the automatic choke starter valve or whatevr it is called. I saw a picture of a dismantled one and the brass needle was attached to the end of it. On my Spree, when i pull that unit out, the brass needle is still in the hole. I have to turn the carb upside down to let it fall out. Is this correct? Is the needle supposed to be loose or attached to the electric valve?

I did noticed that since the carb was apart, it doesn't start easy. I have to twist the trottle while pushing the electric start button (kick starter is broken - another issue). Once it starts I have to feather the throttle to keep it running, then let it idle. Is this because the brass needle isn't hooked on the end of the choke/starter/enrichment thing?

Anything you know on these subjects, please feel free to let me know.
