too lean... enrichen the fuel-air mix, maybe rejet the carb

start by moving the throttle needle in the carb, ( take off top of carb to see needle )

move the needle up by moving the little retaining 'E' clip down one notch on the neeedle

put top back on carb and adjust the air mix screw ( upper screw ) for best running..

try out your scooter, repeat process if needed..
