Load for Alternator

I notice that my Express NC50 has a load resistor (positioned just in front of the tail light). It is apparently fitted to all Australian and New Zealand Models. I have not seen a wiring schematic for the resistor. Is this used to give a constant load and help with the regulation of the alternator? It still blows bulbs with a poor battery mind you. Why is there not a second rectifier in the headlight circuit to solve the bulb blowing problem?
