correct oil/fuel premix?, my bike is too slow.

I have a 1983 bike, manufactured by jul li enterprise co. ltd. I dont know much about it but its engine is a sachs 505/1. on the engine it also says hub-R 47 cm3, the bike tops out at 20 mph on a level surface (way too slow). i dont know what the premix should be, Im using general purpose oil, what oil is better? also if you know the horse power on it please tell me. thanks.
