the base gasket it saturated with oil..from the crankcase/intake
the gasket betwen the cylinder and head..
you can ride it as is or you can fixit.. this condition is messy but not harmfull
to fix.
you have too pull the cylinder and install a new gasket. you should remove excess oil from the crankcase while you have it open..
to prevent this from happening, change the brand of oil you are using.. to something that burns better and doesn't collect so much.. considering your cold climate you might want to switch to a pure synthetic oil.
besure NOT to over tighten/toruqe the head-cylinder bolts .. 10 ftlbs is honda's recomended MAX toruqe.
