There is a little pointer on your oil pump at the engine. It should be pointing at a pin when the throttle is held full open. It's actually a little hard to see when the bike is all together. I agree with TMW, the type of oil you use can make a difference. I own 5 urban express' (they keep finding me) one acts sort of like yours in that I have to feather the throttle when wide open or the engine bogs a bit. It runs about 25 mph whereas my others will do 29 on a flat. I'm waiting for warm weather so I can get them out and swap carbs, mufflers etc to pin down what the problem is, but I'm pretty much convinced that a slightly larger main jet will solve it.
