all the up ?

the throttle stop screw ?

or the idle mix screw..

all the way up ?

is the IN or OUT, left or right ?

throttle stop all the way in ? then the idle jet is clogged and you ar holding the throttle open to get it to idle..

idle jet screw in ,, means you are closing the jet so something is screwed and you need a new carb..
