The headlight switch must be bad or the bulbs may be burned out. Even a dead battery won't keep the headlight and taillight from working.Trace the wire back from the headlight if you can. It's color-coded. Find it coming out of the magneto and check for continuity when the light is turned on.
If you need more help,maybe the Whiz or someone will answer too? I can look at my shop manual maybe tomorrow for you. don-ohio
