it's possible to clean the exhaust without cutting and welding..
check these 2 things first
A: make sure the oil pump is pumping oil thru the line and to the carb
you should be able to see the oil moving in the line..
if your not sure.. disconnect the line start the engine and see if oil is coming out of the hose..
do this only for a minute or 2 then hook it back up if it's working.
B: loosen the 2 nuts holding the exhaust at the cylinder ( DON NOT REMOVE THEM ) wiggle the exhaust to loosen it up
start the engine ( it will be louder )
and give it a test ride
if it runs accelerates faster and runs faster top speed then the exhaust needs to be cleaned..
if the performance doesn't change the exhaust is probably OK. and the problem is elsewhere
I don't know how long the scoot has been in your city/town but if it came from out of state it might be restricted to 25 mph
