you have more than one problem

the needle is stuck.
that means the choke is CLOSED - NOT being used, NOT activated..

if you have re-assembled everything on the carb and the assembly is airtight. your bogging down is NOT the choke..

it could be a clogged main jet, or wrong adjustments, or a clogged fuel line or valve.

you need to check these things first..

if the choke assembly is broken and detached from the carb... then you need to replace it before you cab get the carb properly adjusted
