Well if you hit the starter release it doesnt do nothing but if you move the points cover back it releases the spring and allows you to kick it down another 4 times. And then you have to repeat what you just did. I think it is a spring.

try the test of the release lever on the side of the transmission by the carb.

either the brake cable is to tight

or the piston is stuck

or the spring is broke.

i have bought broken peds. BUT people should know what they are buying..
AND you will get more offers if you can tell people exactly ( or close to it ) what is wrong.
this is the fair thing to do.
