does this scoot have a manual petcock.. or the automatic valve

the automatic valve can leak inside put this floods the crankcase Not the carb

fuel on the floor indicates the carb is over flowing..

the new needle should shut this off . unless

1: the float is bad

2: the seat in the top of the carb where the needle closes the hole, is bad/deformed/dirty

3: the tank is some how pressurized pushing the fuel through.

this could be caused by heat, or by a bad gas cap.
