Honda Elite ?

Is your Elite a 80 cc model.

I would recommend you get a Honda Service Manual either from a Honda Dealer or EBay.

I would also start with the carb as you suggested. Sounds like you have a damaged vacuum piston diaphragm. It could water trapped in the diaphragm.

It is part #11 on the exploded view if the following link works.

I think you need to check this before you start adjusting the air mixture screw.
