I do not have a wiring diagram for it, but generally, the battery ran the turn signals. The bike should run without the battery,I would think.
Most times that bikes don't run, it is the points needing cleaned and reset, or corrosion on the magneto coils preventing a good spark.
But here's a sure-fire way to get some info. ....:
(1) www.mopedwarehouse.com will probably have a shop manual.

This is probably a 6 volt system,Karen. Therefore a tiny 6 volt battery is what will work. don-ohio (:^)
