If you haven't already, remove the muffler or remove it enough so you can swing it out away from the scoot out of the way. You need to get a clear working space to have clear access to the wheel nut.
Use a torch and heat the sides and front of the nut where it meets the exposed threads. You will probably see the loctite start to melt and bubble out a bit.
Then using a stick like a broom handle wedge it through the spoke or opening of the rim so it can't turn, being careful not to place it under the engine where it will break anything it is up against on the underside of the scoot's engine.
Then get a heavy duty rachet and I think it is a 24 or 25 mm socket. Place the socket and rachet on the nut and use a piece of pipe to extend the handle of the rachet. Try to place it parallel to the ground to the ground pointing to the back of the scoot so you can stand on the pipe extention. Your weight and a little jumping on the pipe should break the nut loose.
