The screw that is up and to the right is the idle adjust. The bottom middle screw is the air mixture. For an 81 honda says one turn out. Then adjust idle. You need to take off the carb and clean it with carb cleaner big time. Drain all old oil and gas. And take off the muffler and see if it goes faster without. If it does your muffler is clogged. Without the muffler it will sound like you're driving a chainsaw. I have an 81 that i just redid and thats what works for me. I just need to decarbon the muffler.
