like you said rachet teeth

it;s designed to engage one way only

there are two stops for the pedal mecanism

maybe your are broken or missing

it should not be possible for the foot pedal to go all the way around either forward or backward

also when the starter springs spins the inside portion of the rachet is the one with the turning power.. it is turning away from the pedal teeth

these are stuck together 'rust' or jammed

and the stop for the pedal is missing
