I think that as a first moped or first Urban, I would look for a lower mileage bike or a lower price. Any non running Urban is going to need a battery, drive belt, and carb cleaning. Likely you would add a new plug , maybe a headlamp, air filter, and hope the tires are good. You'll likely have to put another $100 into it as long as nothing is missing, but air cleaners and battery box covers are rarely all there and are getting expensive, and a 5000 mile bike may be looking at rebuild. Not saying it's a bad deal, just that a little patience might pay off with a better deal. I personally would be scared off by the mileage.
