could be the throttle cable

not opening far enough

how far can you twist the throttle, 1/4 turn , 1/2 turn, very little ?

could be a clogg some where and not enough fuel in the carb

try this test

loosen the gas cap

a clogged vent can cause vaccum on the tank and not let enough gas into the carb and jets

also try opening the rain screw at the bottom of the carb,
does very much gas run out, does it keep comming,

YES fuel line OK

NO then something is clogged

what does the spark plug look like, and how is the GAP ..should be about 26 thousanths
