Thank you verry much for the help everyone, that first diagram of how that guy rigged his moped up was kinda confusing, Im not really sure what he did. Ill try to figure it out though. Also that parts site is really good except they dont even have a picture of or the part I need. Just so that we are all on the same page aswell, let me clarify what the part is...

on the bottom pic, its that coiled up starter spring that i need. it got coiled up so much that it broke. I have access to a welder at my school, I think that I could weld the spring then file it down smooth where its broken. I think I could maybe do this providing that I can pull the spring apart enough to weld it.

what do you guys think? wont be able to pull it apart enough?
