if you take the variator apart you will see that one half has a lip at the center
the two edges of the pulley where they 'V' down never touch
by removing some of this lip, the 2 halves come closer togethere
this forces the belt to ride farther out,
which is what happens at top speed engines speed
when the your riding down the street at full speed the 2 halves of the varaitor are as close together as they can get, making the belt ride as far out as possible ( bigger pulley diameter ), but this diameter has a fixed limit set by the lip/spacer
by removing the fixed spacer/lip the 2 halves come closer togethere making effectively forcing a higer top speed.
NOW.. the bad news
you must remove a exact amount, so that you can put the exact spacer/washer on the backside of the pulley to keep everything aligned
and you will need to buy a slightly large 'v' belt to make use of the increased diameter,
buying the belt is usually a trial an error process.
so you take the old original belt to the auto store and get one just a hair longer, the same width or a hair thicker, THINNER IS BAD
repeat untill you fine the right one, the ped will run with and you are happy
then buy several quality/exspensive ? good ones, and write down the part number so you don't forget it
also this mod will slow down the take off speed from the stop light, but does a nice job of increasing top speed.
so if you live in an area with lots of hills or stop & go lights , you might not want to try it.
the good news is you can return to original performace by moving the washer from behind the variator to back inside the variator, and putting the old belt back on
