low power , slow take off could be carb & plug OR low compression

shaking engine untill it gets going, makes me think about clutch problems

on your scooter the clutch is at the rear of the tranny, before the final reduction gears

most variator driven belt drive trannies are built this way

bad/torn up clutch pads OR a broken clutch spring could cause the shaking
