on the Carb end of the trottle cable inspect the needle. If there is a bend in it at all that will also prevent the thing from being able to go back because those throttle cables use the spring that is in the carb to pull it back in when you let go. There isn't a spring in the handle bar itself.
Other then that there really isn't all that much that i can tell you right now
