sounds like an assembly problem

something is 'out of place'

try this

at the grip loosen the adjusting nuts and turn the 'barrel/coupler' to make the cable as loose as possible

I think maybe it's been run adjusted to the max the wrong way.. ( the way used to take the excess slack out of the cable ) and has pulled the throttle open and there is no slack 'cable movement room' for the throttle to close
