Keihin Carb. Question

Hello...I had to post this question since I've spent hours and hours and am not getting anywhere. I'm trying to make sure all the passages are clear on a Mikuni carb. on a 1978 Honda Express. Next to the main jet there is a brass tube that sticks down into the fuel bowl and apparently feeds fuel up past the mixture screw and into the throat of the carb. That brass tube seems to be blocked as my mixture screw has no effect and carb. cleaner sprayed down into the tube doesn't squirt anywhere but right back out.

My question is: Does the hole in that brass tube go straight through? If I stick a pin or wire through it should I see it coming out the other end of the tube (looking into the mixture screw hole with the mixture screw removed)? I'm pushing pins and wires down that tube but nothing is budging.
