Andrew,

I have a 1980 Honda Express II (NA50) and I would assume the carb is the same as yours. The brass tube that you are talking about has a very small jet in it. The only way I was able to clean it (even after using carb cleaner and compressed air) was to stick two (maybe three) strands of speaker wire through it. It took a heck of a long time to feed that wire through there. Once I did get it through, I "flossed" with the speaker wire. You may want to start with just one strand to see if you can get it through the small hole inside the brass tube.

A few days ago, someone wrote in this forum that you could remove that part. I have not found that to be true on my carb, but it has been several months since I cleaned it.

Once I cleaned out the carb well, I put a in-line fuel filter between the gas tank and the carb and things have been running very well since then. No more small rust junk makes it's way down into that small jet hole.
