Expresses have a 2 stroke engine. 2 stroke engines have horrible troque at low rpm. if you can, before you hit the hill, make sure the rpm is up and you are going at a good speed. The high rpm power + momentum from the speed will maintain your speed up the hill. That would be the most liekly situation unless if your engine needs attention.
