found the problem!!!!

On your advice Don I started looking at the head,cylinder and piston. I removed the head and cylinder and found the exhuast port nearly blocked!!! This was the second layer I found. I first cleard on out where the muffler mounted to the cylinder head and this one was right flush with the cylinder wall. I cleaned everthing with a little scrapper and brake cleaner. coated evrything with a ligh layer of oil and put it back togather. Because I went through every thing else( carb, muffler, new spark plug, ect.) trying to solve this problem my moped is running top notch and my daughter should enjoy for a few years. Thanks for all your help Don!!!
