The fuel bowl in the carb is probably not getting fuel fast enough. That means dirt somewhere from the outlet of the tank to and thru the needle valve.
I don't think Sprees had the stupid vacuum supplied pressure to the carb.? I hope not.
If that's the case it would be a vacuum problem.
Check for restriction of fuel flow is what I'd do. don-ohio (:^D
