1980 express no power

i have a 1980 honda express nc50. it sat over the winter and wouldnt start, so i pulled the carb and soaked it overnight in carb cleaner and tried to make sure that everything was cleaned out. If i open the drain on the bottom of the bowl, i get good flow. I can get it to start with the choke open and it will run at full throttle with the choke closed, but as soon as i put it off the stand and try to ride it, it bogs out. What is going on here? I have cleaned the carb like 5 times. Also, when on the stand, it will idle super fast. I have both adjuster screws at 1.5 turns. Is there anywhere I can get a new or good used carb. I have been burned twice this summer by carbs on Ebay. Thanks!
