Air Circuit Urban Express

I got spark back took a new CDI and Coil.

It starts and runs well. It won't idle even with the Throttle Stop all in.

Question: Who has or can explain the Air Screw Circuit?
Behind this Screw it goes into the carb and there is a Brass stand pipe into the bowl. Should the Brass stand pipe be clear to the carb? I understand there are little orfices in behind the Screw.
